Brazilian Ministry of Sports Defines New Rules for Sports Betting Licensing

The Ministry of Sports has announced significant changes to the licensing process for sports betting in Brazil, with new rules now in place following the publication of Interministerial Ordinance 28/2024 on Thursday, October 10. The new framework assigns responsibility for reviewing license applications to the Secretariat of Prizes and Bets (SPA).

The updated regulations aim to bring greater clarity and structure to the sports betting sector in Brazil. License applications will now require approval from the Ministry of Sports, and any disputes will be referred to the Office of the Attorney General (AGU) for resolution.

Technical Structure for Licensing Analysis

The issuance procedure for sports betting licenses has been established by Ordinance 98/2024, which also formalized the creation of the National Secretariat for Sports Betting. This new structure promises to provide more transparency and speed to the process of legalizing betting in the country.

The responsibility for evaluating license applications lies with the Directorate of Monitoring and Evaluation of Sports Betting, which is also tasked with creating and coordinating a technical team to conduct a thorough review of each request. The team will consist of three key members:

1. Director: Responsible for leading the team.

2. General Coordinator of the Monitoring Directorate: Will oversee the licensing process.

3. General Coordinator of the Integrity Directorate: Focused on maintaining integrity throughout the licensing process.

Additionally, the National Secretary for Sports Betting may submit a proposal to the Minister of Sports, André Fufuca, to assign additional staff to the technical team if needed, providing greater flexibility in the process. The team also has the authority to request further information from the SPA and will document its decisions in the Betting Management System (Sigap), ensuring transparency and accountability.
