Paraguay Considers Moving Conajzar Under DNIT

The Paraguayan government is considering a proposal to place the National Gambling Commission (Conajzar) under the control of the National Directorate of Tax Revenue (DNIT) to enhance regulatory oversight of gambling companies. This move aims to improve the supervision of operators in the lottery, casino, and gambling sectors, following concerns about tax evasion.

Senator Esperanza Martínez highlighted issues with Conajzar’s lax controls, noting that gambling operators paid less than 50% of their due taxes during the pandemic without legal backing. Martínez stressed that increased tax revenue is essential for funding the Directorate of Beneficence and Social Assistance (DIBEN) and the National Health Resource Fund (Fonares), which support critical health treatments.

Oscar Orué, head of DNIT, confirmed that President Santiago Peña is exploring this proposal to strengthen oversight. He emphasized that despite efforts, current sanctions and controls are insufficient. Conajzar's president, Carlos Liseras, supports this move and advocates for the desmonopolization of gambling to optimize resources and combat illegal gambling, increasing funds for healthcare.

Despite limited resources, Conajzar reported record revenues of nearly USD 2 million in September.
